Receipt, not a mail estimate
Certified mail response clock for FCRA disputes
TL;DR
The FCRA reinvestigation window is receipt-based. A certified-mail response clock is legally usable only after a live mailing has a confirmed receipt date and the response period measured from that date has elapsed. A vendor status of completed is not receipt.
Definition
A certified mail response clock is the workspace record of when a live dispute letter was mailed, when receipt was confirmed, and when the response window ends. Demo and test letters stay out of that legal record.
Why confirmed receipt, not PostGrid completion, starts the clock
FCRA §611 measures the reinvestigation from the consumer reporting agency's receipt of the dispute. The date a letter was printed, handed to a mail vendor, or marked completed in a provider dashboard is an operations event.
Vindex stores the provider letter, the mode of the key that sent it, and the receipt fields separately. Escalation is available only for a live-mode mailing with delivery confirmed, no logged response, and a due date at least 30 days after the receipt timestamp.
A placeholder due date may exist before receipt so the row is complete. That placeholder is not the statutory deadline, and tracking screens do not treat an unconfirmed live mailing as inside a legal window.
- Test-mode keys and letters marked demo never become legal tracking.
- The billed workspace owner controls the mail provider key. Teammates do not receive that key.
- Custom recipients are limited to the billed owner or a verified admin. Other callers send only to the letter's recorded bureau address.
- Sent letter bodies stay as mailed. Later wording corrections apply to new drafts.
How an agency uses this
1. Connect a live key in the owner's workspace
Validate the stored key prefix against the expected live or test mode before any send. A test key cannot open a production legal clock.
2. Mail the saved letter
Send the letter that was actually stored. Record the provider id, recipient, and mode. Do not infer receipt from acceptance.
3. Confirm receipt on a real date
Enter the receipt date only when delivery is confirmed. The response due date is then 30 days after that receipt, and the database rejects a live confirmation that fails those checks.
4. Draft a follow-up only after the window
A non-response follow-up waits until the confirmed window has fully elapsed and no response is logged.
Direct answers
Does a certified-mail vendor status of completed prove the bureau received the dispute?
No. Completion means the vendor finished its production step. Statutory receipt is a separate confirmed-delivery fact. Vindex does not start the legal response window from completion alone.
Can a test or demo letter be used as evidence of a missed FCRA deadline?
No. Test-mode mail is not physically sent as live mail, and demo letters are excluded from legal tracking. Only a live mailing with confirmed receipt can support the response window.
Who can change the destination of owner-paid certified mail?
The billed workspace owner, or a verified admin, can set a custom recipient. Other authorized callers can send only to the bureau address already recorded on the letter.
